I had the same issue.
This is my work around in the forms activate event
IF THISFORM.flactivate && initially true

     THISFORM.flactivate = .F.

     THISFORM.timer1.INTERVAL = 500

     THISFORM.VISIBLE = .T.

     THISFORM.oBrowser.Navigate(THISFORM.fcLink)
