Sadly the issue with a Windows 11 virtual machine is still as discussed in this thread: Experimental vTPM feature and Vimalin for Windows.
In recap, Windows 11 requires you to use a vTPM and encrypt the VM.
The problem is that VMware never exposed a way to handle this programmatically.
In other words they do not provide automation for basic functionality such as making and removing snapshots when a VM is encrypted and running.
You can still make backups of a Windows 11 VM using Vimalin, but only when it is not running.
